I know for awhile in Missouri you couldn't use anything bigger than a 48qt cooler size on the rivers. Does anyone know if this has changed?

They still make that notice, but I haven't seen a cop in a while on my rivers

I've taken my 60 qt a few times and the Niangua is usually crawling with state water patrol. I think they also want you to tie down coolers and most people don't seem to bother with that either. They're probably too busy with underage drinking and people smoking stuff..
